Burial within cemetery

Just wondering if anyone has had the incidence of a request to conduct funerals within their cemetery where there is no funeral director to conduct the burial.

Where do you stand on 

- insurance

- is this legal (all forms have for the funeral director to sign)

There seems to be that separation between Public Health Act which covers - transport and dealing with the remains and the Cemeteries and Crematoria Act of how the cemetery is managed and records are kept.

We have had a family request to undertake the funeral without the involvement of funeral directors - no fuss funeral

Is there any issue with this.

Cemetery is Council managed and run on Crown Land
